Replaces the per-repo update-inputs.yml scheduled workflow (custom update-flake-inputs-gitea action) with the shared Renovate bot already running for qo.is/infrastructure.

• Adds renovate.json (nix manager enabled, submodule cloning enabled, capped to the same weekly schedule the old workflow used: Sunday 03:00 UTC)
• Deletes .github/workflows/update-inputs.yml
• ci.yml is unchanged — it already validates every push, including whatever Renovate opens

nix flake check passes locally.
