codifies monitoring of borg backups (see #178 subtask «borg backups (note that some hosts might have multiple, see qois.backup module.»)

to do:

• add automated tests for this, if possible
• after merging:
  • verify that the new alert rules show up in Grafana
  • if so, remove the alert rules manually added in #178
